EPIC - Every Person Influences Children is seeking a full-time Chief Program Officer (CPO). This full-time (40 hours) exempt position will serve as a critical member of the executive leadership team and will collaboratively articulate, implement, and operationalize the strategic vision, mission, and goals of the agency. The CPO will continually evaluate the effectiveness of programs to provide ongoing feedback; guide strategic service delivery to strengthen funding and program diversification, outcomes, and impact. This position will drive growth and innovation of new programs and delivery models and strategic partnerships.

EPIC is looking for candidates who are:

  • Experienced building and managing a high-performing team in a multicultural structure to include professional development and mentorship.
  • Experienced in program implementation and delivery across 4 key areas: Parenting, Family Engagement, Youth Services and Professional Development.

  • Excellent communication skills, both written and oral

Candidates are required to have:

  • Bachelor’s Degree required; advanced degree in related field a plus
  • Minimum of 8 years’ leadership experience in nonprofit, government, or philanthropy, overseeing multiple programs or contracts ideally serving diverse, low-income families or communities
  • Computer skills including proficiency in Microsoft Office.
  • Salesforce experience a plus.

Job Title: Chief Program Officer

Reports to: Executive Director

Supervises: Program Directors, Program Managers

FLSA Classification: Exempt


Position Summary:

Reporting to the Executive Director (ED), the Chief Program Officer (CPO) will serve as a critical member of the executive leadership team and will collaboratively articulate, implement and operationalize the strategic vision, mission, and goals of the agency. The CPO will assist in implementing EPIC's strategic plan and will oversee the entire portfolio of EPIC’s programs and related services across 4 key areas: Parenting, Family Engagement, Youth Services and Professional Development. The CPO will continually evaluate the effectiveness of programs to provide ongoing feedback; guide strategic service delivery to strengthen funding and program diversification, outcomes and impact. This position will drive growth and innovation of new programs and delivery models and strategic partnerships.

The CPO will contribute and participate in raising the agency’s profile externally by providing guidance, supervision, and learning opportunities to program staff; and continuously improve and strengthen the structure of the organization by staying abreast of developments and strategic trends in EPIC’s 4 key program areas.

Essential Functions:

Leadership and Organizational Strategy

  • In coordination with the ED and leadership team, play a key role in the overall development, strategic planning, service delivery, policy development and implementation, and management of the organization across the 4 key areas.
  • Under the direction of the ED and in partnership with the Program and Development Directors, implement EPIC’s strategic plan and grow, develop and implement new initiatives reflecting the organization’s mission.
  • Represent the Program Department on the Board Program Committee.
  • Serve as liaison to key government agencies, other community partners and funders as mutually determined with ED.
  • Represent EPIC’s 4 key areas and the ED, on relevant committees and task forces, as well as at speaking engagements, conferences, trainings and media appearances.
  • Support a high performing culture aligned with EPIC’s vision, mission, and values, with a lens of positivity and kind regard for staff, participants, community and other stakeholders.

Revenue and Financial

  • Responsible for revenue generation in EPICs 4 key areas, including: supporting Directors and Managers in new revenue generation, maintaining existing funding, grant writing and proposal development, government and foundation requests for proposals and applications; coordinate planning and activities necessary for development of model program designs in response to funding opportunities; and research and understand how funding, government, and industry trends impact funding.
  • Participate in the budget development process and maintain a high level of fiscal responsibility.
  • Work closely with the finance department to budget and monitor programmatic operations to ensure sound fiscal and system management.
  • Support development/fund development efforts through the promotion of EPIC’s annual fundraising events and sponsored program grant development and partnering with the ED and Director of Development to steward funding/external relationships.

Staff Management

  • Oversee staff in 4 Key areas; working closely with Program Directors to support them as they engage, encourage, and motivate staff. Provide assistance in troubleshooting program and staff performance challenges; provide regular feedback; develop and improve capacity to support program management and delivery; and manage resources efficiently and effectively.
  • Develop a diverse, inclusive, equitable, team-based environment to motivate and inspire staff to work collaboratively toward EPIC’s mission and goals, through clear, consistent, and active communication.
  • Coordinate with Professional Development Manager to identify and create leadership and professional development opportunities for EPIC staff.
  • Determine staffing plans to achieve program goals and objectives and participate in hiring decisions for new program staff.
  • Establish annual department, program and staff goals and objectives and track results against these goals utilizing accountability protocols.
  • Coordinate with the ED, Program and Development Directors, on developing new program ideas and pilot projects, including integrating successful pilots into the program departments and working on collaborative efforts with the Care Management Coalition, of which EPIC is a founding member.

Program Oversight and Evaluation

  • Oversee the coordination, integration, and delivery of all programs, contracts and related services, promoting collaborative relationships between program areas and ensuring that the expectations of funders, partners, constituents, clients, and other stakeholders are consistently met.
  • Oversee, coordinate and analyze appropriate data, from Salesforce and others, to inform the programmatic and operational decision-making process and to ensure delivery and reporting on program deliverables and outcomes.
  • Engage the community using various methods such as focus groups, surveys and mailings to inform mission-driven decision making.
  • Develop and/or implement an assessment protocol to determine the feasibility and sustainability of programs as well as lead to more effective and efficient service delivery of EPIC’s 4 key areas.
  • Analyze and assess programs based on data collected and implement corrective measures if required.
  • Monitor emerging needs among key stakeholders such as clients, government, foundations, contract holders, and employers.
  • Other duties as assigned by ED.

Education and Experience:

  • At least eight (8) years' leadership experience in nonprofit, government, or philanthropy, overseeing multiple programs or contracts ideally serving diverse, low-income families or communities.
  • Bachelor's degree required; advanced degree in Business/Public Administration or a related field a plus
  • Computer skills including proficiency in Microsoft Office (Word, Excel).
  • Salesforce experience a plus.
