Assistant Director Public Works Engineering

This is highly responsible, professional managerial work. Works closely with the Director in the direction of a multidivisional engineering organization, which entails planning, design and construction of engineering projects. The incumbent collaborates with Directors, Assistant Directors, other Division Managers, and Section Managers on organizational and managerial initiatives.


Generally, the hiring range is $122,824-$153,530 annually. Qualifications, education and experience as it relates to the position will be taken into consideration when determining hiring salary.

ESSENTIAL DUTIES AND RESPONSIBILITIES: (The following examples are illustrative only and are not intended to be all inclusive.)

  • Assists the Director in the operations of the Public Works Department.
  • Directs the operations of the Development Review Division and the Traffic Services Division. Delegates to the Development Review Manager and Traffic Engineering / Traffic Operations Manager responsibility and authority over the work functions of the two divisions.
  • Manages and directs day-to-day operation of the Stormwater Management Division including assignments, staff meetings, scheduling/time management, training, mentoring and collaboration for a combined staff of engineers, planners, and technicians.
  • Arbitrates conflicts between both internal and external groups in the interest of maintaining organization goals and objectives. Identifies and resolves conflicts encountered during daily operations and determines standards for problem resolution, i.e.: with developers, consulting engineers, planners and contractors.
  • Works and negotiates with local jurisdictions, regional engineering agencies, and state agencies to coordinate plans, develop joint plans, and share information. Manages and directs special projects and coordinates and manages the work of outside consultants hired by the County.
  • Represents the County and Department in meetings with other officials, professional organizations, citizen groups and others doing business with the County.
  • Acts on behalf of the Public Works Director at meetings and conferences. Has signatory authority for the Director.
  • Manages the development, amendment, update and adoption of County land use regulations and engineering criteria.
  • Develops and oversees goals, objectives, workloads and priorities for the Department. Develops and implements internal procedures and operating policies for the Department.
  • Directs the development and performance evaluation program for the Department. Evaluates the work of staff through subordinate managers’ performance. Manages, trains, and evaluates staff.
  • Assists in managing the Department budget including short- and long-range budgeting forecasting, cost estimating and associated operational needs including the areas of development review, traffic, and stormwater.
  • Prepares development reports, memoranda, agendas and statistical records. Plans, designs and reviews development projects.
  • Responds to public inquiries and complaints.
  • Performs other duties as assigned.


MINIMUM QUALIFICATIONS:


EDUCATION and/or EXPERIENCE:

  • A Bachelor's degree from an accredited four‑year college or university in civil engineering or closely related field.
  • A minimum of ten (10) years of related experience including four (4) years of managerial experience.
  • A combination of education and experience may be considered.


CERTIFICATIONS, LICENSES, & REGISTRATIONS:

  • Registration as a Professional Engineer with the Colorado State Board of Registration for Professional Engineers and Professional Land Surveyors. Must possess a valid Colorado Driver’s License upon hire, with complying insurance. Review of motor vehicle record is required at time of hire and periodically throughout.
