The goal of the Continuous Transformation Environment (CTE), in the construct of a non-profit neutral entity, is to be to the Defense, Intelligence, Homeland Security, and law enforcement agencies what Space Explorations Inc. (SpaceX) is to the National Aeronautics and Space Administration (NASA). Fundamentally, this means bringing common sense and best practices to bear. The CTE performs four key functions:
1) Prototype development and experimentation – Innovation in a collaborative environment by industry, government, and academia in a unique set of facilities
2) Transitional Capability – Integration, verification, test, and release of Commercial-Off-The-Shelf (COTS) and other technology employing the best agile practices
3) Sustained Operations – Rapid deployment while ensuring the operational relevancy of solutions
4) Capabilities Matrix – Provide visibility into the true functionality of technology and solutions rigorously
A key, implied, function of the CTE is to understand and perform integration and interoperability in a holistic manner. This means understanding what standards (official and defacto, such as the Amazon Simple Storage Service (S3) API) are effective and necessary. The CTE has already constructed important examples of standards application in the creation of operationally relevant prototypes. A novel cloud service constructed from a heterogeneous collection of vendor systems and architectures employs a variety of legacy and emerging IT and cloud standards. A “Netflix for the DoD/IC” integrated video and imagery management and advanced analytic system prototype utilizes NATO standards for image and video interoperability. Show less
