Jinko Solar, based in Shanghai, earned the first-ever certification for UL 61730-1 and UL 61730-2 for a photovoltaic (PV) module rated at 2,000 Volts DC (VDC). Early 2024, UL Solutions published new requirements for modules rated to this higher voltage. Jinko Solar Co., Ltd.’s 182mm size N type TOPCON module from its Tiger Neo series demonstrated compliance with relevant safety standards in March 2024. PV modules with higher ratings, such as this newly certified Tiger Neo module, are core technologies driving renewable energy generation and can reduce balance of system costs by facilitating additional PV modules in series strings. On June 4, 2024, the U.S. Consumer Product Safety Commission (CPSC) and the US Customs and Border Protection (CBP) announced their intent to expand the current Partner Government Agency (PGA) message set test (Beta Pilot) to include up to 2,000 participants, extend until 2027, or until the final ruling is published. The Beta Pilot test is a program that will allow the CPSC to develop, test, and implement processes and procedures for an eFiling requirement for imported, regulated consumer products. The information gathered from this program will be used by CPSC to improve its IT systems, refine data collection procedures, and establish internal and external procedures for using the data. It is also intended to assess how well importers can submit data electronically. On June 5, 2024, Switzerland issued Official Collection 2024 250 to amend two Annexes falling under the nation’s Ordinance on Materials and Articles Intended to Come into Contact with Foodstuffs (RS/SR 817.023.21). These two Annexes are: • Annex 2 ‘List of substances permitted for the manufacture of plastic materials and articles and related requirements’ • Annex 10 ‘List of substances permitted for the manufacture of packaging inks and requirements’ Both Annex 2 Edition 3.1 (positive list or plastics) and Annex 10 Edition 3.1 (positive list for packaging inks) will apply from July 1, 2024. It is interesting to note that Switzerland has permitted substance no. 5103 (wood flour and fibers, untreated) to be used in the manufacture of plastics. This substance was delisted from the positive list for food contact plastics in the European Union. The U.S. Consumer Product Safety Commission (CPSC) has extended the comment period for the proposed rulemaking (NPR) on the safety standard for bassinets and cradles. The proposed rule was released on April 16, 2024. The NPR aims to amend the existing regulation for bassinets and cradles, to ensure that the rule addresses identified hazards and that these sleep products for young infants provide the highest level of safety feasible. The NPR invited the public to submit written comments during a 60-day comment period, beginning on the NPR publication date, and ending on June 17, 2024. In response to a request for a 90-day extension of the comment period, the Commission is extending the comment period for this NPR by August 1, 2024.
