I was unable to attend the Global Network Initiative Digital Trust and Safety Partnership "European Rights and Risks" forum held in Brussels earlier this year to discuss EU Digital Services Act (DSA) Systemic Risk Assessments, so I appreciated this report summarizing the key takeaways.
There is a lot in this report that resonated, but I will highlight one item and one observation.
The report highlights that when designing actions to address risks it will be important to remember that what is appropriate for one service (e.g., a search engine) may be inappropriate for another (e.g., a social media or maps service). Appropriate action may also change over time as technology, use cases, and social context evolve, so the desire for common standards may remain somewhat elusive.
This variable dynamic will be quite different than the more straight line character (identify risk, mitigate, track, repeat....) that we often see in other risk assessment settings.
This raises one other observation that has been on my mind lately.
Given that the DSA is about systemic risk (i.e., risk one part of a system can cascade to, and be connected with, risk elsewhere in a system) it will be important to consider company actions as a collective whole.
For this reason, when the first reports of DSA systemic risk assessments are published later this year, it will be important to ask not just "who did it best" (a natural inclination!) but also "what do the reports tell us about one interconnected technology ecosystem?" In this context I fear that the emphasis on only the 19 largest services will provide an incomplete picture.

Today, GNI and the Digital Trust and Safety Partnership are publishing a high-level summary of the key learnings and takeaways from the preparation for and discussions during the “European Rights & Risk: Stakeholder Engagement Forum” Forum, which was held in Brussels on 26 and 27 June 2024.
The Forum brought together more than 75 attendees, including representatives from seven entities who are members of GNI and DTSP and collectively manage 13 distinct services that have been designated as VLOPs or VLOSEs, as well as civil society and academic experts from across Europe and other jurisdictions, to discuss systemic risk assessments.
