We are living in strange times. For most of the past 75 years, this morning’s labor report would have signaled a booming labor market. But today, 175,000 new jobs and 3.9% unemployment is considered “cooling.” We understand why employers might laud any signal—however feeble—that the labor market is returning to earth from its lofty heights. Recent years have taken a toll on hiring managers struggling to keep pace with the great resignation, rapid wage growth, and evolving expectations from new generations of workers. They are eager to return to an employer-driven labor market. But before celebrating, it’s useful to view today’s report in historical context. Despite a mild slowdown, the unemployment rate remains near a 50-year low, market participation is hovering at pre-pandemic levels, and last month’s slowing job growth still exceeded the prior 80-year average by 40%. And across the United States, there are still 8.5 million open jobs with just 6.5 million people unemployed. In other words, the market may be cooling—but it’s still hot. The greatest impact of today’s report may be on candidate sentiment. People are reluctant to change jobs if they perceive the market as cooling or uncertain, and companies may need to “up their game” to attract talent in the coming months.
