As part of ongoing dialogue with decision makers, ISPOR responded to the Centers for Medicare and Medicaid Services’ (CMS) recent call for information on proposed changes to data access policy. This response was coordinated with the International Society for Pharmacoepidemiology (ISPE). Both societies expressed concerns about the potential for data access policy changes to negatively impact researchers, especially academics and trainees. ISPOR also expressed concerns about data linkages and technical challenges with implementation of the changes. The ISPOR Biosimilars Special Interest Group report titled “Mapping HTA Agency Approaches for Biosimilar Value Assessment: An ISPOR Special Interest Group Report” was recently published in the May 2024 issue of Value in Health. This is a follow-up publication to the group’s 2021 report which identified unaddressed issues concerning biosimilar value assessment. The issues which the members uncovered then were brought to health technology assessment (HTA) agencies around the world in semi-structured interviews for their perspectives. Particularly, how do HTA agencies assess biosimilars when the products differ from the originator in available strengths, pharmaceutical forms, and modes of administration? How do HTA agencies proceed with assessments when the originator is not reimbursed at the time of assessment, or a price premium is sought for the biosimilar based on a claim of added value? The study highlights the need for clearer guidance on when and how to conduct HTAs for biosimilars, amongst other recommendations.
