In light of the European Commission’s recent proposal to revamp the incentive system for orphan medicinal product (#OMP) development, we delve into the implications of the new High Unmet Medical Need (#HUMN) category, which aims to bring transformative treatments for rare diseases that currently lack effective therapies. The introduction of the HUMN category represents a paradigm shift in how we incentivize OMP development. From today’s system, where incentives make the investment case for innovation in OMPs possible, to a reward-based system that introduces a separate category for HUMN treatments reducing incentives anywhere else. While the reward-based approach may seem attractive, we show that transformative treatments tend to emerge as the results of many incrementally innovative treatments that serve to build up the knowledge base that allows transformative treatment to be developed. When incentives for incremental treatments are reduced, the pathway to transformative treatments weakens. This may in fact lead to fewer transformative treatments being developed, thereby working against the ambitions of the Commission. Today, we hosted our 10th Postal & Delivery Conference, bringing together industry leaders, policymakers, and experts to discuss critical issues shaping the future of postal services and e-commerce delivery. Here’s a short overview of the thought-provoking sessions: 𝗦𝗲𝘀𝘀𝗶𝗼𝗻 𝟭: 𝗣𝗼𝘀𝘁𝗮𝗹 𝗥𝗲𝗳𝗼𝗿𝗺 𝗮𝗻𝗱 𝗨𝗻𝗶𝘃𝗲𝗿𝘀𝗮𝗹 𝗦𝗲𝗿𝘃𝗶𝗰𝗲 𝗘𝘃𝗼𝗹𝘂𝘁𝗶𝗼𝗻 In this session, we explored changing market conditions where there has been a shift from letters to parcels. The speakers discussed how European regulators have adjusted the Universal Service Obligation (USO) for cost savings while ensuring user satisfaction, and that forward-looking legal frameworks are essential. 𝗦𝗲𝘀𝘀𝗶𝗼𝗻 𝟮: 𝗥𝗲𝗴𝘂𝗹𝗮𝘁𝗼𝗿𝘆 𝗗𝗲𝘀𝗶𝗴𝗻 𝗳𝗼𝗿 𝗦𝘂𝘀𝘁𝗮𝗶𝗻𝗮𝗯𝗶𝗹𝗶𝘁𝘆 In session 2, the panel discussed sector regulators, green targets, and e-commerce sustainability. Standout points included the importance of nudging consumers toward climate-friendly choices and that metrics and indicators matter. 𝗦𝗲𝘀𝘀𝗶𝗼𝗻 𝟯: 𝗘𝘅𝗲𝗰𝘂𝘁𝗶𝘃𝗲 𝗩𝗶𝗲𝘄𝗽𝗼𝗶𝗻𝘁𝘀 𝗼𝗻 𝗧𝗿𝗮𝗻𝘀𝗳𝗼𝗿𝗺𝗮𝘁𝗶𝗼𝗻 Session 3 saw panellists debate the complexity of defining vulnerability within the USO and how collaboration between postal operators, regulators, and policymakers is essential. Unanswered questions remain over future regulation. 𝗦𝗲𝘀𝘀𝗶𝗼𝗻 𝟰: 𝗠𝗮𝗿𝗸𝗲𝘁 𝗮𝗻𝗱 𝗣𝗼𝗹𝗶𝗰𝘆 𝗗𝗲𝘃𝗲𝗹𝗼𝗽𝗺𝗲𝗻𝘁𝘀 𝗔𝗰𝗿𝗼𝘀𝘀 𝘁𝗵𝗲 𝗘-𝗖𝗼𝗺𝗺𝗲𝗿𝗰𝗲 𝗗𝗲𝗹𝗶𝘃𝗲𝗿𝘆 𝗩𝗮𝗹𝘂𝗲 𝗖𝗵𝗮𝗶𝗻 The way in which the ERGP Report scrutinised market dynamics and policy implications was looked at in session 4, how Wolt's integration bridged online and offline commerce, and how Saudi Arabia’s postal sector transformation has aligned with e-commerce growth.
