Hutchinson is the largest city and county seat in Reno County, Kansas.

About us

Hutchinson is a city of the first class with a council-manager form of government. The city council consists of five members. For purposes of representation in the council, the city is divided into four districts with one council member elected to a four-year term from each district. The fifth council member is elected at-large to a two-year term. Every year, the council selects one member to serve as mayor and another as vice-mayor. Council members are term limited and may not serve for more than one partial term plus two consecutive four-year terms. The council sets policy for the city and oversees the city manager who executes those policies. Hired by the council, the city manager serves as the city's chief administrative officer, administers the city budget, and conducts daily city business. Council meetings occur on the first and third Tuesday of each month, broadcast live on local cable channel 7 as well as streamed on the city's YouTube channel.

  • HUTCHINSON, KS — April 11, 2024 — The City of Hutchinson is pleased to announce the selection of Enrico Villegas as the new City Manager, pending contract approval by the City Council at their meeting on April 16, 2024. Mr. Villegas brings a wealth of experience in municipal management and infrastructure development to his new role. As the Assistant City Manager/Public Works & IT Director for the City of Warrensburg, MO, and previously as a Project Manager for the City of Lawrence, KS, he has led numerous innovative projects focusing on road reconstruction, sewer upgrades, and broadband initiatives. His commitment to collaboration, efficiency, and community engagement has consistently delivered results. "I look forward to building strong relationships with community leaders and residents," said Mr. Villegas. "My family and I were impressed by the diversity of institutions and events that take place in Hutchinson. I am eager to partner with the Council, Staff, and community stakeholders to make Hutchinson a place where all want to live, work, and play." Mayor Greg Fast expressed his enthusiasm for the appointment, stating, "I am excited to begin this new chapter for the City of Hutchinson. Since agreeing to serve as Interim Chief in June 2023, he has proven to be a competent leader. I am confident his proven leadership skills, combined with his extensive police experience, drive, and strong work ethic, make him the right candidate to meet our city’s needs. Burlie's proven leadership acumen, extensive police experience, and unwavering commitment to community service make him the ideal candidate to lead the Hutchinson Police Department into the future. Throughout his career, Chief Burlie has consistently demonstrated a remarkable ability to lead, adapt, and achieve positive results. His wealth of knowledge, combined with his strong work ethic, positions him perfectly to address the evolving needs of the city. Chief Burlie's journey within law enforcement began in the Hutchinson Police Department, where he started as a recruit twenty-four years ago. His dedication and relentless pursuit of excellence propelled him through the ranks to the position of Operations Captain. Burlie holds a bachelor's degree in Criminology and Sociology from Kansas State University and has undergone rigorous command-level training from prestigious institutions including Wichita State University, Kansas University, and Northwestern University. Notably, he was handpicked by the FBI to participate in Session 291 of the FBI National Academy, a testament to his exceptional qualifications.
