I'm a strong advocate for CSS libraries such as Bootstrap, TailwindCSS, or other light-weight resources, that allow the developer to not have to think about what styles to create, but instead can use easy-to-understand classes added to the HTML markup and can easily create beautiful-looking layouts. The only "downside" to this is if you're not creating your own library/design system then there's a little bit of a learning curve in order to remember the specific words to use to accomplish something. For example, Bootstrap could use .font-small for small text but TailwindCSS could use .small-font (this most likely is not accurate, just using these as an example).
