Each stakeholder, Designers of course, but not limited to, has to understand why you want to establish personas, how they will benefit the project, and how to deal with them all along. The greatest resistance that you can encounter from team members is the lack of understanding why they should spend time on personas. You can build on already successful projects, involving personas, and share an engaging story. You can also illustrate the persona workflow, in order each team member understands the personas activities, their impact and the expected involvement.
Listening to your design team's concerns about user personas is essential. They might be finding the personas too vague, not representative of the actual user base, or perhaps they're not sure how to apply them in their design process. Collect feedback through meetings or anonymous surveys to understand the root of the problem.
