In the federal market, the sales cycle can easily be 6-24 months. That leaves lots of room for having actual conversations with buyers. We don't need to create "personas" - we just need to listen to our customers talk. Federal buyers talk through strategic documents they share such as their Strategic Plan, Annual Report, and Action Plans. One of my favorite documents is the Top Management & Performance Challenges. Federal agencies lay bare their challenges, what they're trying to do to overcome those challenges and what they need from industry. Having this information in hand, we are then able to have very candid, engaging dialogue when we meet with government buyers.

We deliver that by stating facts like the size of the contract and even contract numbers. What we should do is share the 'story' of the work we've done in the past using a simple framework like this: Challenge | Approach | Outcome What challenge did other customers face? This could be a pain point issue that needed to be resolved or it could be a goal they didn't know how to achieve. What approach did you take to address the customer's challenge? What benefit came from your efforts? Could be lower cost or improved efficiencies.

I'm working on a proposal in the federal market this morning... and making it visually appealing is the rule. The easiest way to make a proposal visually appealing is to start thinking like social media posts. Have a graphic that tells the entire story, so reading isn't necessary. This can be a process diagram, a relationship graphic, or an easy-to-read table. The key for me is to guide the user's eyes through my proposals, infographics, etc. by starting in the top left. I don't just put ink to paper. I try to think about the journey. What will pull them to the next image or paragraph. One tip on the text is to stop having large paragraphs. We are a social media society - time to start writing that way.

In a federal proposal, many times they want you to provide info in volumes which they may separate and give to different evaluators, so emphasizing your win theme could appear in a call-out box graphically, but most importantly that differentiator you have that they told you they wanted needs to be communicated on the first page of the executive summary, in the management plan and technical volumes so clearly, they can recite it when they’re done reviewing your proposal. You could have the most beautiful proposal, but if you don’t have the product or service they told you they wanted … your chances of winning are low. The win theme is an ingredient or series of ingredients you have….that no one else has…. So put it in …. early and often.
