Problems connecting to a restored Windows Server 2016 machine

As context, there was an attack on various machines hosted in GCP, these were turned off to review the entire problem, for this we are trying to recreate a machine which is the INTERNAL DNS – DHCP of the company, we have Google's Backup and DR tool and we proceeded with the restoration of the machine, when recreating it we tried to enter this machine and it is not possible, we get the typical error that the FW IAP rules are missing to be able to access, but we have already tried giving it the permissions and also allowing access complete and nothing, we cannot access through the serial port either since when entering the SAC enter the username and password, unable authentication does not appear, we no longer know what to do and we need to recover this machine, we have used 7 days snapshot until even older, without any results, it is worth mentioning that we have a Shared vpc and we host this new machine in a different subnet isolated from the others, Hoping that someone has had something similar happen to them and was able to solve it, thank you very much in advance.

Would be good to get logs for particular machine, taken from Logs Explorer. BTW, did you enabled IAP for this machine from IAM-> IAP page?
