GKE Multi Cluster Service not working between fleet childs

Hi Team,
We have deployed 3 Auto pilot clusters as GKE-1, GKE-2, GKE-3 and configured multi cluster setup using fleets. GKE-1 is our fleet host project and GKE-2 & GKE-3 fleet child cluster. We exported services between fleet host and child clusters and working fine with fleet host cluster. GKE-1 <-> GKE-2 & GKE-1 <-> GKE-3 working fine as forward request and vice versa. 
But the issue we are able to communicated services between GKE-2 -> GKE-3 and vice versa respectively. Is the MCS will able to communicate services between fleet child clusters?

What is your networking setup?  Are all the projects on the same shared VPC?

Our VPC is not shared VPC. We done the MCS using VPC peering between projects
