May I get a Spain mobile number? An email address?
Following the instructions at https://support.google.com/a/answer/1047213?hl=es are the only way I know of to contact Google support.
Another option might be to engage with a local partner--see https://cloud.google.com/find-a-partner/?location=spain&products=Google%20Workspace
