Expresses the sense of Congress that colleges and universities should continue to take: (1) a leadership role in educating students regarding the detrimental consequences of online infringement of intellectual property rights; and (2) all practicable steps to deter and eliminate unauthorized peer-to-peer computer use by warning students of the risks of such use and educating them concerning the value of intellectual property.
