A California man was told to conceal his boat with a 6-foot fence by local officials, so he commissioned an artist to paint a realistic image of the boat on the fence. Etienne Constable decided to make a light-hearted statement by following the directive creatively. He believes the mural is a form of freedom of expression protected by the First Amendment. The mural has garnered unexpected attention on social media. The artist, Hanif Panni, believes in engaging people through public art. Other boat owners have approached him to create similar murals after the success of the Seaside boat mural.
