Position Overview

The Illinois Environmental Protection Agency (Illinois EPA) is seeking a highly qualified individual with strong leadership skills and a strong background in the Environmental Protection Act and Land Pollution Control permitting programs to serve as a Senior Public Service Administrator, Opt 4  (Bureau of Land Permit Section Manager). The successful candidate will manage and direct a staff of professionals comprised of managers, engineers, and geologists charged with the administration of all phases of the State’s permitting system in the Bureau of Land. The successful candidate will ensure compliance with State and Federal laws and regulations, set permitting program priorities, ensure site remediation at permitted facilities is completed in accordance with regulations, and ensure project reviews are completed within regulatory timeframes.

Essential Functions

35% 1. Serves as the Permit Section Manager in the Bureau of Land (BOL), Land Pollution Control (LPC), Illinois Environmental Protection Agency (IEPA):
• Plans, organizes, and directs the State-wide activities in the Permit Section to assure compliance with State and Federal laws and regulations.
• Develops, reviews and implements program procedures and controls.
• Set priorities and evaluates progress of program objectives.
• Evaluates program effectiveness and implements changes to cover new State and Federal programs and revisions in laws and regulations.
• Participates in the interpretation and evaluation of complex design processes for hazardous and non-hazardous waste storage, treatment, and disposal facilities, other permitted facilities, and any remedial action that may be necessary at those sites.


30%  2. Serves as full-line supervisor by planning, directing, and managing/supervising professional and technical staff in the Permit Section;
• Assigns and reviews work
• Provides guidance and training to assigned staff
• Counsels staff regarding work performance
• Reassigns staff to meet day-to-day operating needs
• Establishes annual goals and objectives
• Approves time off
• Adjusts first level grievances
• Effectively recommends and imposes discipline up to and including discharge
• Prepares and signs performance evaluations
• Determines and recommends staffing needs

Essential Functions Continued

15% 3. Responds or directs the preparation of responses to verbal and written inquiries of Federal and State rules, regulations, and laws regarding permitting of Illinois facilities:
• Participates in site investigations, conferences, and meetings throughout the state to represent the Bureau Chief/ Deputy Bureau Chief, the Permit Section, and BOL at meetings and conferences.
• Speaks to various academic, industrial, and public groups on permitting and pollution control programs.
• Serves as expert witness or testifies at Pollution Control Board or court hearings.
• Travels in performance of duties.
10% 4. Maintains liaison with other Federal and State divisions, sections/units, and interdivisional programs.
• Interprets State, Federal, and Bureau of Land (BOL) policy for subordinates, other Agency personnel and public.
• Serves as member of appointed decision groups in the BOL and/or the Agency.
• Participates in state and national level meetings.
5% 5. Participates in the negotiation of Federal grant commitments and obligations.
• Prepares budgets, issue papers and discussion documents.
• Conducts meetings relative to State and Federal Permit Programs that include Resource Conservation and Recovery Act (RCRA) and Underground Injection Control (UIC) Permits.
5% 6. Performs other duties as required or assigned, which are reasonably within the scope of duties enumerated
above.

Minimum Qualifications

  1. Requires knowledge, skill, and mental development equivalent to completion of four years of college with coursework in engineering, geology or environmental sciences.
  2. Requires (4) four years of progressively responsible administrative work experience in a public or business organization related to engineering, geology, or environmental science.

Preferred Qualifications

  1. Prefers a bachelor’s degree in engineering, geology or environmental sciences.
  2. Prefers an Illinois License as a Licensed Professional Engineer (P.E.) or Licensed Professional Geologist (P.G.)
  3. Prefers at least (4) four years of experience in interpreting and evaluating complex design processes utilized during hazardous and non-hazardous waste facilities.
  4. Prefers at least (4) four years of experience in interpreting and applying state and federal laws and regulations pertinent to environmental permitting.
  5. Prefers at least (4) four years of experience in evaluating program effectiveness and implementing changes to cover new programs and revisions in regulations.
  6. Prefers at least (4) four years of experience in communicating with all levels of stakeholders in an organization, both internal and external.
  7. Prefers at least (4) four years of experience supervising professional staff in an office setting.
  8. Prefers at least (4) four years of experience in creating a presentation, speaking publicly, and formally representing an organization.
  9. Prefers experience and ability to serve as an expert witness, testify, or write testimony for Illinois Pollution Control Board or Court Hearings.
