Position Overview

The Illinois Environmental Protection Agency (IEPA) is seeking a highly qualified individual to serve as an Executive I, Agency Vehicle Coordinator. Responsible for managing a motor vehicle fleet in excess of 100 Vehicles and serving as backup to the IT and Telecom Coordinator in the Division of Administration. Essential Functions

40% 1. Serves as the statewide Illinois Environmental Protection Agency (IEPA) Vehicle Coordinator, responsible for a motor vehicle fleet in excess of 100 Vehicles:
• Organizes, plans, executes, controls and evaluates the Agency’s Fleet Vehicles statewide.
• Prepares accurate vehicle record information for all the vehicles assigned to the Agency.
• Receives and records mileage and repair work orders for each vehicle.
• Oversees and directs trade-in and disposition of used vehicles, and for maintenance related to vehicles.
• Prepares and distributes all fleet registration and licensure reviews and resolves complex license and title issues and accident claims.
• Develops corrective measures to resolve billing dispute issues, credit cards, toll cards, and I-Pass Transponders.
• Reviews and provides signature clearance on the IEPA Employee Exit Checklist to ensure all motor vehicle related tasks are managed prior to employee departure from the Agency.
• Travels in performance of duties.

Essential Functions Continued

35%  2. Serves as Fleet Management System (FMS) Administrator.
• Enters new drivers into FMS.
• Communicate with Secretary of State to approve new drivers.
• Enters and reviews Automotive Cost Reports (ACR)
• Uploads documents into FMS.
10%  3. Serves as IEPA Vehicle Purchasing Officer:
• Maintains Assess agency needs for vehicles.
• Work with agency procurement during vehicle purchasing.
• Follows procurements in BidBuy.
• Works in conjunction with the Central Management Services (CMS) to submit appropriate forms for purchasing.

5% 4. Serves as liaison between DCMS Risk Management, IEPA, and other insurance companies.
• Resolves and finalizes accident claims.
• Directs arrangements of motor vehicle repair.
• Reports all vehicle accidents to DCMS Risk Management.

5% 5. Serves as backup to the IT and Telecom Coordinator in they’re absence.
• Prepares Agency’s Electronic Service Requests (ESRs).
• Reviews and provides IT signature clearance on the IEPA Employee Exit Checklist to ensure IT related equipment is turned in from employees prior to their departure from the Agency.
• Serves as liaison with Department of Innovation and Technology (DoIT).
• Prepares, schedules, and submits all Telecom Service Requests (TSRs)
• Maintains records on all transactions.
5% 6. Performs other duties as required or assigned, which are reasonably within the scope of duties enumerated above.

Specialized Skills

Of the one year of required experience; requires one year of Fleet Management System (FMS) experience; submitting, approving and finalizing Automotive Cost Reports (ACRs), and one year in utilizing Illinois Motor Vehicle Codes and Illinois Traffic laws and vehicular claim processing with insurance companies to resolve and finalize accident claims.

Minimum Qualifications

1. Requires knowledge, skill, and mental development equivalent to completion of four years of college, preferably with courses in business or public administration.
2. Requires one year of responsible administrative experience in a public or business organization, or completion of an agency approved professional management training program.

Preferred Qualifications

1. Prefers at least (1) one year of experience utilizing a Fleet Management System (FMS) to manage data.
2. Prefers at least (1) one year of experience submitting, approving and finalizing Automotive Cost Reports (ACRs) in a private or public organization.
3. Prefers at least (1) one year of experience in utilizing a state’s motor vehicle codes and traffic laws, applicable to vehicular claim processing with insurance companies to resolve and finalize accident claims.
4. Prefers at least (1) one year of experience in the functions of state government, and of the character of relationships between the executive branch with the other branches, and between the State, and higher and lower levels of government.
5. Prefers at least (1) one year of experience in developing and managing a supportive program.
6. Prefers at least (1) one year of experience in analyzing administrative problems and adopting an effective course of action.
7. Prefers at least (1) one year of experience in developing, installing, and evaluating new and revised methods, procedures, and performance standards.
8. Prefers at least (1) one year of experience in exercising judgment and discretion in developing, implementing, and interpreting departmental policies and procedures.
9. Prefers at least (1) one year of experience in developing and maintaining cooperative working relationships.
10. Prefers at least (1) one year of experience in the utilizing a personal computer with knowledge of a Microsoft Word, Access and Excel software.
