Note 1, re URL syntax: I don't know what to do with this because: (a) The relevant part of this article is transcluded from the URI article, which implies that "URI" and "URL" are synonymous, which is not universally agreed on. (b) My discussion at WHATWG has not resulted in any action regarding a syntax diagram for URLs.
