I'm Not being able to create apps on developer account both on my personal and company one

When I start the process to create an App. - I selected the type of app - I put the App name and choose the company account - I'm asked to input the password - I get the following error We limit how often you can post, comment or do other things in a given amount of time to help protect the community from spam.
