Conkeror

Conkeror is a Mozilla based web browser whose design is largely inspired by Emacs, notwithstanding a few unique features of its own for dealing with those problems unique to the domain of gui web browsing. It embraces a prime directive to make every aspect of web browsing available via keyboard control. For more information, visit http://conkeror.org/

If you are not using any of the standard window managers in Linux then you may be required to set Conkeror as your default browser manually.

(setq browse-url-generic-program (executable-find "conkeror"))
(setq browse-url-browser-function 'browse-url-generic)

Likewise in any of the non-standard window managers, if you wish to use eww (web browser newly included in 24.4) as the default, with Conkeror as the external browser (triggered with “&” in eww) then use the following:

(setq browse-url-browser-function 'eww-browse-url) ; use eww as default browser
(setq browse-url-generic-program (executable-find "conkeror")
	shr-external-browser 'browse-url-generic)
